We must access the CT Complaints and Appeals Portal to address the appeal. To do so, we access the FMLA orientation section of the CT DOL website.
2. Click on the link to access the portal
Then we must scroll down the screen until we find the link to access the portal. Once we find it we click on it.
Once you are on the CT Paid Leave home page, click on the login button located at the top right of the screen.
3. Log in with your credentials. If you do not have an account, create one
Now you must Login with your username and password. If you do not have an account, you can create one by clicking on the “register now” link and complete the form.
3.1. If you do not have an account, create one
Next, fill in the form with your personal data: First name, Last name, Username, Email address, Phone number (optional), preferred language and password.
After you have filled out this form, click on the “Sign Up for a CT.Gov Account” button.
3.2. Verify your personal data
Proceed by selecting “I am not a robot” to verify your authenticity and follow the prompts. Then, click “Verify” and “Submit”.
3.3. Verify the code sent to your email
Open another internet browser tab and access your email to retrieve the code sent to you. Copy the code into your clipboard. Return to the ct.gov tab, paste the code into the verification field, and click “Verify”.
3.4. Successful verification
Once the verification is done, sign in using the username and password you just set up. You will be directed to your dashboard in the CTPL Appeals and CT FMLA Complaints Portal.
Once you have successfully signed in, you will be brought to the CTPL Appeals and CT FMLA Complaints Portal.
Note: If you have previously saved an appeal and want to continue working on it, you can access the “paused” copy from this portal.
4. Filing the CT FMLA Appeal
Click on the “Get Started” button to file a new complaint.
Select the option that applies to your situation (filing for yourself or on behalf of another).
Fill out the required fields on the Complainant Information screen. Make sure to provide accurate contact information.
Choose your preferred method of communication (email or paper mail) from the available options. If you select email, enter your email address.
Now you must fill out the appeal information. We must complete the required fields. We can also upload a file that demonstrates the purpose of the Appeal.
Next, type the appellant’s information.
If necessary, fill in additional details about the type of leave you requested and provide any relevant supporting documentation.
Review the information you entered and make any necessary updates. Once you are satisfied, click “Submit” to file your CT FMLA Appeal.
5. Confirmation and Dashboard
You will receive a confirmation screen. After reading the contents, click “OK”.
You will be redirected to your dashboard, where you can view your contact record and any submitted CT Paid Leave Appeals or CT FMLA Complaints. You can also create new appeals or complaints using the corresponding buttons.
6. Appeals portal
By logging in, you will be in the CT License Appeals and Complaints portal and will be able to access your appeals account dashboard.
In the initial tab, “Details”, you will find basic information about the account responsible for responding to the claim appeal.

In the “Appeals” tab we can see the complete list of appeals filed against the indicated account.
6.2. My documents tab
The “My Documents” tab displays the complete list of documents uploaded by people related to the account.
7. Access to the appeal registry
We return to the appeals tab and access the appeal record whose status is “Response Requested”. To do so, click on the name of the appeal record.
7.1. Appeal Info Tab
In the “Appeal Information” tab you will find the specific appeal information submitted by the appellant or the appellant’s representative.
7.2. Appeals Documentation Tab
The documentation tab allows the respondent to do the following:
- Preview any documentation uploaded by the appellant or the appellant’s representative.
- Preview any documentation uploaded by the CT DOL internal appeals reviewer.
- Upload documentation to support the appeal decision or upload documents requested by the CT DOL internal appeals reviewer.
8. File preview
If you want to see the file details, click on the arrow icon on the right side of the screen and then select the option “View file details”.
9. Add Files
To add files, click on the “Add files” button located at the top right corner.
10. Upload Files
In the pop-up window, click the “Upload Files” button. Find the file in the folder on your computer where you have it, select the document and click “Open”.
11. Click on “Done”
Once the file has loaded completely, in the pop-up window click the “Done” button.
