Additional State Benefits for California Veterans: A Comprehensive Guide

In this post, we’ll discuss the additional state benefits available to California veterans with a VA rating of 100, as well as some other benefits veterans should know about.

State Veterans Homes

California has eight State veterans homes with eligibility based on clinical need and setting availability. Each state has its own admission criteria, so we recommend speaking with a VA social worker near you to determine eligibility requirements and create a payment plan.

Cemeteries

California has six National cemeteries and six State cemeteries. National burial benefits include a grave site at any VA National cemetery, opening and closing of the grave, perpetual care, a government headstone marker or medallion, a burial flag, and a presidential memorial certificate, all at no cost to the family. These benefits are also available to spouses and dependents. State cemetery eligibility is similar to National cemeteries, but may include residency requirements.

Home Loans

Veterans with an honorable discharge can apply for home loans, construction loans, home improvement loans, and rehabilitation loans through the state of California. These loans also include coverage for flood, earthquake, and disaster damage.

Property Tax Exemption

California offers a property tax exemption for the homes of disabled veterans rated at 100% disabled by the VA or compensated at a 100 rating due to individual unemployability. Surviving unmarried spouses may also be eligible. It’s important to note that the disabled veterans exemption is more advantageous than other property tax exemptions. Consult your local assessor’s office for specific eligibility requirements and remember to file annually.

Registration and License Plate Fee Waivers

Some permanently and totally disabled veterans may be eligible for a waiver of registration fees and free license plates. Medal of Honor recipients and ex-POWs may also qualify. Contact your local DMV office for more information and application requirements. Honorably discharged veterans may also be eligible for a waiver of license fees if they operate a fixed location business.

Veteran Employment Preference

Honorably discharged veterans and their spouses or surviving spouses of 100% disabled veterans are given preference for state employment. This preference is given to applicants who have passed all required testing.

Disabled Veteran Business Enterprise Program

If you are a disabled veteran and own or are part owner of a business competing for a state contract, contact the Disabled Veteran Business Enterprise program for assistance with the process.

Tuition and Fee Waivers

Dependents of veterans who are service-connected as totally disabled may be eligible for a tuition and fee waiver at any state California Community College, California State University, or University of California campus. Eligibility extends to dependent children and unremarried surviving spouses. There are specific eligibility requirements for this benefit, which can be determined using the fee waiver calculator on our website or by contacting your local County VSO for assistance.

Fishing and Hunting License Fee Reduction

Any veteran with a 50% or greater service-connected disability may be eligible for a reduced annual fee for fishing and hunting licenses in California, regardless of residency.

Distinguished Veterans Pass

Resident honorably discharged War veterans with a 50% or more service-connected disability, former POWs, or Medal of Honor recipients can obtain a free pass to all California state parks, including camping and day use. There may be a convenience fee for online reservations, so apply early as the processing time can take up to eight weeks.
